What is the purpose of testing under DGUV Regulation 3/4?

Is the DGUV V3 test legally required?
Yes. The testing obligation results directly from the Industrial Safety Ordinance (BetrSichV) in conjunction with DGUV Regulation 3 (formerly BGV A3).
What is the difference between portable equipment and stationary installations?
Portable electrical equipment can be moved or easily relocated during operation, for example computers, monitors, coffee machines, or extension cables. Stationary installations are permanently installed and part of a building's electrical infrastructure, for example sub-distribution boards, socket circuits, or machine connections.
Which regulations are relevant?
The relevant regulations are DGUV Regulation 3/4, BetrSichV, TRBS 1201/1203, as well as DIN EN 50678 / DIN EN 50699 (formerly DIN VDE 0701-0702) and DIN VDE 0105-100.
Who is responsible for implementation?
The employer is always responsible. They must ensure that testing is carried out on time and properly.
Who is allowed to carry out the electrical tests?
Only a qualified person under TRBS 1203. This is an electrician with appropriate electrotechnical training, current testing experience, and suitable, calibrated measurement equipment.
What happens if a deadline is exceeded?
Insurers can refuse to pay out in the event of damage, the trade association can assert recourse claims, and fines under the Industrial Safety Ordinance may apply.

How long does a DGUV V3 test take?
Depending on the number of equipment items, machines, or installations to be tested, a DGUV V3 test takes between a few hours and several days. The initial recording usually takes a bit more time, as master data, serial numbers, manufacturer details, photos, and other object-specific information are captured for the first time. Follow-up tests can therefore usually be carried out much more efficiently.
Does business operations have to stop during testing?
No. Tests are planned so that ongoing operations are affected as little as possible. On request, AmpGuard also carries out the DGUV V3 test outside regular working hours, during shift breaks, in the evening, or on weekends. This keeps downtime to a minimum.
When will I receive the test report?
After the test is complete, the measurement data is checked, archived in a tamper-evident manner, and documented. You will then receive the complete test reports and test records in digital form.
How does equipment testing work (DIN EN 50678 / 50699)?
The test consists of a visual inspection, measurement testing with calibrated equipment, and a functional test. Only after passing all steps does the work equipment receive its test badge.
How does system testing work (VDE 0105-100)?
Testing of the permanently installed electrical installation, including measurements such as loop impedance, insulation resistance, and RCD trip times (residual current devices).
Are photos of tested equipment stored?
Yes. Photos and test data are clearly assigned to each test object and archived in a tamper-evident manner. After the test, the image files are assigned to the corresponding test object ID and stored in our documentation system. This means equipment, installations, and work equipment can always be identified via the unique ID and the associated QR code and linked to the complete test history.
Do multi-socket outlets need to be tested?
Yes. Multi-socket outlets and extension cables are among the most heavily used work equipment and are an often underestimated cause of fires.
What happens if defects are found?
Safety-relevant defects lead to the equipment being blocked immediately. The defects are precisely documented in the test report so that timely repair or disposal can take place.

After completion of internal quality assurance and tamper-evident archiving, you receive your complete documents in electronic form. On request, we can also provide the documentation in printed form after prior arrangement.

The unique ID marking on each device rules out mix-ups. By scanning, the test status and complete history can be called up directly during follow-up tests or inspections.
How does digital deadline management & calendar export work?
Every tested object receives a weather- and abrasion-resistant QR badge. When the code is scanned, the current test status, along with photos and specifications, opens directly on the smartphone – no app installation required.
The AmpGuard batch feature: By entering a PIN, safety officers or workshop managers can unlock the company-wide deadline overview. The system identifies all equipment due in a given month and generates a batch calendar entry (.ics) for Outlook, Apple Calendar, or Google Calendar. This turns, for example, 40 individual devices into a single clean calendar appointment.

Was darf ein elektrotechnischer Laie?
Ein elektrotechnischer Laie darf grundsätzlich keine elektrischen Anlagen öffnen, verändern, prüfen, reparieren oder eigenständig schalten. Erlaubt sind nur ausdrücklich freigegebene Tätigkeiten ohne elektrische Gefährdung, etwa das Bedienen vorgesehener Schalter oder das Auswechseln einer Lampe nach betrieblicher Anweisung.
Wer ist im Betrieb für die elektrische Anlage verantwortlich?
Der Anlagenbetreiber trägt die Gesamtverantwortung für den sicheren Betrieb. Für eine konkrete Arbeit kann ein Anlagenverantwortlicher benannt werden, der den Anlagenzustand beurteilt und die Arbeitsstelle freigibt. Für die eigentliche Durchführung der Arbeit ist der Arbeitsverantwortliche zuständig.
Was bedeutet „unter Leitung und Aufsicht"?
Eine Elektrofachkraft weist die Arbeit an, legt die Schutzmaßnahmen fest, überwacht die Durchführung und muss sich jederzeit von der sicheren Ausführung überzeugen sowie erforderlichenfalls eingreifen können. Sie muss dafür nicht ununterbrochen unmittelbar danebenstehen.
Was sind die fünf Sicherheitsregeln?
Bei Arbeiten im spannungsfreien Zustand gilt diese feste Reihenfolge:

- Erden und kurzschließen

Was ist bei einem Stromunfall zu tun?
Zuerst Eigenschutz beachten, dann den Stromkreis sicher abschalten, den Rettungsdienst alarmieren und Erste Hilfe leisten. Ein Stromdurchgang durch den Körper sollte grundsätzlich ärztlich abgeklärt werden, auch wenn keine sichtbaren Verletzungen vorliegen.
Warum gibt es überhaupt Berufsgenossenschaften?
Die gesetzliche Unfallversicherung soll Arbeitsunfälle, Berufskrankheiten und arbeitsbedingte Gesundheitsgefahren verhindern sowie Verletzte versorgen und wieder eingliedern. Sie geht auf die Sozialgesetzgebung im Deutschen Kaiserreich zurück (Unfallversicherung ab 1884) und ist heute im Sozialgesetzbuch VII geregelt. Berufsgenossenschaften können nach § 15 SGB VII eigene Unfallverhütungsvorschriften erlassen, wie die DGUV Vorschrift 3.
Eine VDE-Norm "empfiehlt" etwas - heißt das, ich kann es auch weglassen?
Nicht ohne Risiko. DIN-VDE-Normen sind rechtlich keine Gesetze, sondern anerkannte Regeln der Technik - deshalb steht oft "wird empfohlen" statt "ist vorgeschrieben". Praktisch bedeutet das: Hält sich ein Betrieb an die anerkannten Regeln der Technik, spricht das im Ernstfall für sorgfältiges Handeln. Weicht er davon ab, kehrt sich die Beweislast tendenziell um - er muss dann erklären können, warum seine Lösung trotzdem mindestens genauso sicher war. Diese Begründung sollte dokumentiert sein, bevor sie gebraucht wird.
